Administration of FEZ Grodnoinvest and Haikou Comprehensive Bonded Zone Management Committee discussed cooperation prospects
A working meeting between Dmitry Rozhkov, the Head of the administration of FEZ Grodnoinvest, and the leadership of the Haikou Comprehensive Bonded Zone Management Committee in Hainan Province, People's Republic of China was held as a part of Belarusian-Chinese Forum of Regions in Lanzhou.

During the negotiations, an agreement was reached on developing long-term partnership between FEZ Grodnoinvest and Haikou Comprehensive Bonded Zone. The parties outlined key areas of cooperation, including the implementation of further joint initiatives, including experience exchange in the management of industrial parks, expanding the resident base with Chinese capital, and organizing business visits to study successful practices of Hainan Province.
The details of further cooperation are to be discussed at the next meeting.

Haikou Comprehensive Bonded Zone is the first comprehensive bonded zone in Hainan Province and one of the key platforms of the Hainan Free Trade Port. It is located near Macun Port and offers enterprises dual benefits: bonded zone privileges and simplified procedures of the free trade port. Its main sectors are advanced manufacturing, international trade, logistics, and duty-free consumer goods. In 2025, the zone entered the national Class A ranking, taking 27th place among all bonded zones in China.
The administration of FEZ Grodnoinvest is actively developing cooperation with Hainan Province of the People's Republic of China.
On April 12, 2024, as part of a delegation from the city of Grodno, the Head of administration of FEZ Grodnoinvest Dmitry Rozhkov visited the Integrated Bonded Zone of the city of Haikou. The event was aimed at exchanging experience in the field of attracting investments, developing preferential territories, and improving the investment climate. Special attention was focused on issues of logistics and tourism: the delegation visited the New Seaport of Haikou, the trade and exhibition complex of international goods and the CaiNiao warehouse logistics enterprise.
On September 25, 2024, an online meeting was held between the administration of FEZ Grodnoinvest and the Foreign Affairs Office of Hainan Province of the People's Republic of China, which resulted in the signing of a Memorandum of Understanding to strengthen cooperation between free economic zones of Belarus and China. FEZ Grodnoinvest also joined the Alliance of FEZs established under the auspices of the Asian Forum in Boao, which will open up new opportunities for joint projects.
